    Log Message:
scfg: make long Actual File Paths viewable

A directory with a blank or relative Actual File Path shows the resolved
full path in [brackets] on the directory menu, where it is clipped at the window edge, and pressing Enter edited the (blank) stored value, so there
was no way to read the whole path. Fixes #1327

    - Pressing Enter on a blank Actual File Path now seeds the input box with
the derived path, so it can be scrolled. Accepting it unchanged keeps the
setting blank (derived); any edit is stored as typed.
    - The directory and sub-board configuration windows now widen to fit their
longest line (minimum 72 columns, so an 80-column screen is unchanged)
via a new opt_width() helper, so wider terminals show the full path.
    - MAX_OPLN raised from 75 to 256 (the screen-width limit); menu lines
built with it were truncated to 47 characters of value after the 27
character label, which clipped the path before the window did.
    - Help text for Actual File Path, FidoNet Area Tag (dirs and subs), and
Newsgroup Name now explains that a [bracketed] value is derived, not
    stored.
